Originally the Royal Navy Rugby Union was run through a general committee which was chaired by the President with the Secretary undertaking the bulk of the administrative requirements. However in 1974 the committee structure was streamlined and the role of Chairman was introduced. John Jacobson was the first Chair of the Royal Navy Rugby Union.
