Originally the Royal Navy Rugby Union was run through a general committee which was chaired by the President with the Secretary undertaking the bulk of the administrative requirements.  However in 1974 the committee structure was streamlined and the role of Chairman was introduced.  John Jacobson was the first Chair of the Royal Navy Rugby Union.  In 1982 Austin Lockyer became the first non capped Chair of the Union and then in 2025 Sarah Oakley was appointed the first woman Char of the Union.  The longest to serve as a Chair was Douglas Dow who served for 5 seasons.
